Salisbury animal control officer Harold Congdon shows off his kennel where dogs are kept in warm weather. This part of the kennel is where dogs are housed to get fresh air; they can go inside the shed to escape the elements. In winter, dogs are kept in an enclosed structure. A TV news broadcast earlier this month incorrectly inferred canines in Congdon's care were kept in junk cars and other items stored to the right of his property, across a wide driveway from the kennel.
