Ky. fundraising restrictions to stop school cake walks

MOREHEAD, Ky. — Changes to state accounting guidelines raised the ire of education officials in northeastern Kentucky last week when they learned that cake walks are among the fundraisers no longer allowed in public schools.

The new rules require that certain types of contests, such as a raffle or cake walk – an old-fashioned game similar to "musical chairs," but typically with cake as the prize – are considered gaming, and require a state gaming license.

"I think that is an idiotic guideline and it is insane that a cake walk be considered charitable gaming," said Rowan County Board of Education Finance Director Glen Teager. "I just can't wrap my mind around how that was decided."

The changes also affect booster clubs raising money for athletic programs, Teager said.

"They will now have to carry liability insurance and have tax identification numbers," he said. "Boosters and organizations will have to individually be approved by the board, as well."

The guidelines from the Kentucky Department of Education note that the changes are designed to keep better track of money raised for schools and ensure that funds collected by organizations benefit all students, not just those who participated in the fundraiser.

"So, the state wants to take our funds away and limit how we raise funds of our own," said Board Chair Bill Redwine. "This seems ridiculous and it is just another stupid hoop from the state for us to jump through."
