Voters face 17 articles at Nov. 4's Special Town Meeting

Residents will be asked to vote on 17 articles at the fall Special Town Meeting, which will take place Nov. 4 at the Pine Grove School at 7:30. A quorum of 100 people is needed for voting to take place.

Items on the meeting warrant include:

To amend the Rowley zoning bylaw by adding a new section noting a temporary moratorium on registered marijuana dispensaries.

A $10,000 transfer from the Community Preservation Fund Unreserved Account to evaluate the purchase of land owned by the Girl Scouts of Eastern Massachusetts, a 187-acre parcel on Wethersfield Street. The Board of Selectmen will use these funds to survey the property, conduct an appraisal and conduct soil/perc tests. In addition, organizations that might be interested in collaborating on the future use of the active recreation/campground area are asked to contact the Board of Selectmen.

The appropriation of $18,000 of Community Preservation funds for costs associated with the granting of a perpetual conservation restriction by the Town of Rowley, to be held by Massachusetts Audubon Society, covering all or a portion of the approximately 103.3 acres of land known as the Bradstreet Farm Open Space parcel at Main Street.

Changing the highway surveyor position and tree warden position to that of elected to appointed positions.

An appropriation of $22,377 to be used to complete road construction on Gurczak Lane.

A transfer of $32,000 from the business manager salary in the water department budget. There is a vacancy in the business manager position and these funds will be used to fund a contract for financial services for the water department, including billing, collections and receivables.

The creative artwork of the preschool and kindergarten students from the Parker River Preschool on Main Street are on display this month at the Rowley Public Library. The students worked with natural materials as well as paints, clays and other more traditional formats to create these colorful pieces.
