Merrimac Annual Town Meeting

Approved

Article 1. To approve the operating budget for the town of $12,243,382

Article 2. $1,113,957 from available funds to operate the Wastewater Department Enterprise

Article 3. $992,312 from existing funds to operate the Water Department Enterprise

Article 4. a sum of money from available funds from the Electric Light Operating Balance to be used to reduce the tax rate of fiscal year 2014

Article 5. $10,740 from available funds to be expended by the Board of Assessors to hire a consultant to perform an independent revaluation of the entire town

Article 6. From “Sale of Cemetery Plots” $6,200 to care for, improve and embellish town cemeteries

Article 7. To spend state transportation funds for the purpose of road upkeep

Article 8. To appropriate $90,000 and transfer $185,000 from sale of trash stickers for solid waste collection, recycling services and disposal

Article 9. To re-establish 53E 1/2 Revolving Accounts for the following departments for fiscal year 2014:

a. Police Firearms Revolving Funds not to exceed $5,000

b. Zoning Board of Appeal Revolving Fund not to exceed $4,000

c. Board of Health Town Nurse Revolving Fund not to exceed $10,000

d. Parks and Recreation Revolving Fund not to exceed $10,000

e. Zoning Bylaw and Building Code Compliance Enforcement Revolving Fund not to exceed $15,000

f. Board of Health Project Revolving Fund not to exceed $2,500

g. Assessor’s Map Update Revolving Fund not to exceed $50,000

h. Village of Merrimac Project Revolving Fund not to exceed $50,000

i. Board of Health Revolving Fund not to exceed $4,000

j. Inspection Services Revolving Fund not to exceed $80,000

Article 10. To vote to raise and appropriate or transfer from existing funds $80,000 for additional required work on the Battis St. landfill

Article 11. To vote to appropriate from leftover kitchen funds after the completion of the Donaghue Project to be applied to the remediation of the flooring at the Sweetsir School

Article 12. To vote to raise and appropriate funds to make energy renovations to school and town buildings as identified by an energy audit prepared by Ameresco, Inc. and to be accomplished and paid for through performance contracting
