ARTICLE 1: To act on the reports of town boards and committees
ARTICLE 2: Salaries and compensation of the following elective offices: town moderator $ 200, Board of Selectmen (per member) $ 3,000, Board of Assessors chairman $ 3,500, member $ 2,500, town clerk $52,209, tree warden $ 3,000, fish commissioner (per member) $ 1,300
ARTICLE 3: $16,774,311 for the FY2014 operating budget with $627,261 also taken from the Special Assessment Fund
ARTICLE 4: $250,000 for the Stabilization Fund
ARTICLE 5: $25,000 to fund Other Post Employment Benefits
ARTICLE 6: $16,000 for structural firefighter gear
ARTICLE 7: $50,000 to make repairs to the Newbury Elementary School
ARTICLE 8: $411,715 in Chapter 90 funds for use by the Department of Public Works for street and road repair work
ARTICLE 9: $35,000 to repair the Town Library
ARTICLE 10: $30,000 to insulate and sheet rock the DPW 2-bay garage
ARTICLE 11: $51,000 to purchase a one ton dump truck with a plow for the DPW
ARTICLE 12: To reauthorize the revolving account entitled “Recreation Revolving Fund” for field maintenance in an amount not to exceed $60,000. The account is funded by fee rentals.
ARTICLE 13: To reauthorize the revolving account entitled “Municipal Waterways Improvement and Maintenance Fund” in an amount not to exceed $70,000 for the purposes of paying the part time seasonal wages and expenses of the Harbormaster Department and improving and maintaining the waterways within the town. The account is funded by waterways excise taxes and other related fees and fines.
ARTICLE 14: To adopt comprehensive Street Opening Requirements and fines as Chapter 89 of the Code of the Town of Newbury.
ARTICLE 15: To adopt Massachusetts General Law Chapter 32, Section 4 (2)(b) regarding creditable services governed by retirement system and pensions.
ARTICLE 16: To authorize the Board of Selectmen to petition the General Court to enact legislation that will allow the Board of Assessors to grant tax abatements to certain Plum Island properties impacted by storms this past winter.
ARTICLE 17: To authorize Selectmen to enter into a contract with the state for the construction and maintenance of public highways for the ensuing year
