Shame on owners who don't care for their dogs

To the editor:

In reading the article on Salisbury animal control officer Harold Congdon and the way he runs his business, I can’t help but think of one important thing. Why are these dogs running around without a leash if there is a leash law? Why are these poor little dogs tethered outside without food, water and shelter? Isn’t it the job of the animal control officer to save these animals from harm until the owner comes for them in a timely manner?

My question is: Where are the owners? If my dog was missing one day, I would contact Harold. If I saw dogs tethered without food, water and shelter, I would call Harold. Shame on the dog owners for their lack of caring for a harmless animal.

By the way, I grew up with Harold and you will not find a kinder, more generous man.
