The recent meeting of The Newburyport Redevelopment Authority (NRA) was a surreal event. In the week before the meeting, several houses on Plum Island had been destroyed by a severe storm. This sad event gives rise to the thought of a future storm possibly breaching Plum Island and the concurrent tidal surge up the Merrimack River, sweeping onto the NRA land, which is actually filled tidelands, within a flood plain.
With the memory of the houses’ destruction so clearly in mind, the NRA was solemnly trying to decide whether to spend $40,000 or $50,000 or $55,000 of public money to conduct borings on the filled tidelands that they own in order to determine if they could construct 64 underground parking spaces to accommodate the 32 condominiums they are proposing to be built on our open waterfront. Amazing.
One can be forgiven for thinking that the NRA has taken an excursion around the shores of lunacy.
