What's the rush on the waterfront?

A line in the May 14 article about Jacalyn Bennet’s creative proposal for the NRA refers to an elephant in the room:

“Members (of the NRA) are currently waiting for test borings on the riverfront to determine the viability of developing structures there.”

It struck me as irresponsible for the NRA to have spent so much public money on its Union Studios proposal without knowing, first, if the land can even be built on.

I would think that a regulatory body such as the NRA of such a fine city as ours would be more savvy than to put the cart before the horse in such an obvious way. What’s the rush?

It makes COW’s alternative vision look very conservative and businesslike in comparison.
