What motivates the NRA?

To the editor:

I read the lengthy opinion piece by Patty Dorfman, secretary of the Newburyport Redevelopment Authority (Jan. 17, Daily News) but it failed to answer my only question: What motivates the five members of the NRA (all appointed, none elected) to keep pushing their idea to build on our waterfront, when their plan is so clearly unpopular, fraught with environmental, financial and legal obstacles, and simply unnecessary?
