NEWBURYPORT — A former city councilor and local attorney was arrested yesterday afternoon for his third drunken driving offense after he hit a car and fled the scene in Salisbury, police said.

John W. "Jack" Pramberg, 53, of 2 Turkey Hill Road, was arrested at 5:14 p.m. at the corner of Curzon Mill and Pine Hill roads by officers Christopher McDonald and Michael Sugrue. Before the arrest, Pramberg left the scene of an accident in Salisbury, police said.

Salisbury police said they will issue a summons for leaving the scene of an accident but could not provide any more details about the incident.

Newburyport Lt. Richard Siemasko said a person followed Pramberg after the accident, called the police and gave them Pramberg's location in Newburyport.

Siemasko said the officers pulled Pramberg over and, based on their observation and roadside sobriety tests, arrested him for driving under the influence of alcohol. Siemasko said there was visible damage to Pramberg's vehicle.

Pramberg last served as an at-large city councilor in 2003, after many years in office. He practices law out of his office at 102 State St.
