Officers Charles Eaton and Ronald Senter issued the summons on Graf Road. r Wenyon Wyser, 62, 170 Water St., Newburyport, was arrested yesterday at 12:47 a.m. and charged with driving while under the influence of alcohol, speeding and a marked lanes violation. Officers Matthew Simons and William Steeves made the arrest on High Street. r Matthew Taffel, 39, 19 Woodland St., Newburyport, was issued a summons yesterday at 6:32 a.m. on charges of driving without a license. Officer Shaun Eaton issued the summons on State Street. r Jeffrey Patch, 31, 13 Surrey Lane, Topsfield, was issued a summons yesterday at 3:05 p.m. for driving without a license.
