9. Municipal Lighting Plant Appropriation of income
10. Municipal Waterways Improvement Fund Appropriation of $3,500 to Harbormaster
11. Transfer of $1,000 to Cemetery Commission for maintenance
12. $30,000 expenditure to undergo state mandated Rowley property triennial recertification
13. Authorization to appropriate funds to Town Board Revolving Funds
14. Appropriation of $10,150 from Water Pollution Abatement Trust to pay debt service on Massachusetts Pollution Abatement Trust for replacement of septic systems.

3. Allow money articles to be reconsidered at close of meeting to balance budget
4. Transfer and appropriate $5,000 from Line 44 Article 5 (2007) to pay expenses related to Special Town meeting.
5. Re-distribution of $20,000 in legal funds to help pay costs associated with renegotiation of new contract with Comcast Cable Co.
6. Laying out Morphew Avenue as a Town Way
8. Accept an easement on Wilkes Road for maintenance purposes
9. Amend parking fines bylaw and raise fees for noncriminal violation
10. Amend fee bylaw, strengthening enforcement through increased fines for nonpayment
11. Amend personnel bylaw, which is nonbinding on elected officials
12. Amend bylaw requiring a printed Town Report be sent to every Rowley resident – to reduce the expense of printing it annually
13. Establish lower cost Resident Junior Commercial Shellfishing Permits for residents between the ages of 15 to 18 years old. And amend fee and harvest schedule
15. Historical Commission Demolition Delay Bylaw, requiring owners of historic structures observe waiting period prior to demolishing said building.
16. Establish a penalty fee for Demolition Delay Bylaw
17. Allow Selectmen to subdivide Brastreet Farm property acquired per vote of a special Town Meeting in November, 2006
18. Authorization for selectmen to receive two easements at 302 Dodge Road, to make way for the rebuilding of a town bridge on abutting property.
19. Allow Board of Selectmen to enter into municipal "equipment sharing" agreements with other member municipalities
20. Appropriate $31,000 from Water Dept. Enterprise Fund for purchase of new utility vehicle.
22. Transfer of $60,000 from Enterprise Fund to Water Budget to cover increased costs
23. Transfer $10,000 from Enterprise to general Water budget to pay for hydrant flushing
24. Transfer of $6,648 from Water Looping to SCADA account
25. Appropriate $1500 to cover FEMA audit
