West Newbury Board of Selectmen

APPROVED

A contract with Dore and Whittier for consulting services to the Page School Assessment Committee (2-0). Selectman Dick Cushing arrived after the vote was taken.

Recommended appointments to the Insurance Advisory Committee (2-0).

Use of facility requests by the Boy Scouts and Girl Scouts for the Park and Recreation Building and 1910 Building Annex, respectively (2-0).

Giving selectmen's assistant Kris Pyle the authority to approve use of facility requests that are made during a week when the board is not meeting, as long as all required protocol is met (2-0).

Going into executive session to discuss an Elliot Fund matter, police contract negotiations and minutes from a closed door meeting on Nov. 19 (2-0). Cushing arrived in time to participate in the executive session.

DISCUSSED

With DPW Superintendent Gary Bill, the need to replace light bulbs in the scoreboard at the Page Elementary School.

With Peter Carter of the Laurel Grange, the possibility of creating an Agricultural Commission.

A new sign bylaw proposed by Building Inspector Glenn Clohecy. The new regulation governs allowable size of signs, temporary and contractor signs and how signs in the town's right of way will be handled. The Planning Board will hold hearings after the New Year and the bylaw should be brought to a vote at spring Town Meeting. Selectmen wish to review the bylaw prior to any hearings.

A complaint to the animal control officer about behavior that was non-aggressive in nature by a dog living at 27 Meetinghouse Hill Road.

Correspondence from police Chief Lisa Holmes commending Superintendent Bill and his DPW crew for help in clearing downed tree limbs from Route 113 during a recent windstorm.

An e-mail message from the water commissioners regarding interest in pursuing easements to the Brake Hill water tank. Selectmen would like more information.

A memo from the finance director about payroll voucher submissions.

An inquiry from the press regarding why selectmen skipped an agenda item identified as "memo to selectmen from Dick Cushing." Chairman Albert Knowles Jr. said the memo was a note to the other selectmen and "not something that was up for discussion." Cushing was not present.
