Not for almost 50 years had the Newburyport Police Department been as busy as it was in 1961, according to City Marshal James E. Sullivan’s annual report noted in this day’s newspaper in 1962. The department’s 825 arrests were the largest total since 944 in 1913. Arrests for “tipsy driving” totaled 49, up from 47 in 1961. Fines totaled $6,067. Jail terms of 2,515 days were imposed.
