Newbury Public Works director Tim Leonard made his point in dramatic fashion earlier this week. Leonard has been seeking money in the budget for some new equipment. He brought a large dump truck from the Old Pine Island highway barn and parked it in front of Town Hall so he could show some members of the Finance Committee what terrible shape it was in. When it came time to drive back to the barn, the truck wouldn't start.
